Senior Finance Officer, Technical Support for HIV/AIDS Prevention, Care, and Treatment – RDM/A - Family Health International

Technical Support for HIV/AIDS Prevention, Care, and Treatment – RDM/A

This position is to provide lead financial support in the development and implementation of projects; and to coordinate all support aspects needed for the development of project proposals and will responsible for budgeting and financial reporting for Technical Support for HIV/AIDS Prevention, Care, and Treatment – RDM/A, operating in four countries and regionally. S/he is also responsible for the complete cycle of financial management for the Regional and Thailand-specific activities, including budgeting, payments, accounting, financial reporting, subrecipient financial management, and coordination of audits.


Key Responsibilities :-
  • Responsible for the whole cycle of financial management of the Regional and Thailand Programs, including budgeting, payments, accounting, financial reporting, IA financial management, and coordinating audits, including follow-up on findings.
  • Provide overall financial management support to the USAID/RDM/A-funded programs.
  • In coordination with program staff and country offices, prepares program’s fiscal year budgets, pipeline and financial reports.
  • Maintain the Regional and Thailand Programs' accounting system and provide management with financial information required for monitoring and decision making, and submits the monthly accounting report to HQ.
  • Conduct pre-audits on vouchers, invoices, and all supporting documents for all payments under the Regional and Thailand Programs.
  • Conduct pre-award and site visit reviews; assists with the development of IA budgets and training of IA finance staff; reviews Monthly Financial Report (RMFR); and follow up on issues identified through field visits and MFR reviews.
  • Coordinate with auditors, FHI/APRO and HQ on program and IA audits and coordinate with Admin. Team of FHI/APRO on procurement and consultant agreements.

Minimum Requirements :-
  • Bachelor or Masters degree in Accounting or Finance
  • At least 5-7 years of related experience that must reflect the knowledge, skills and abilities listed above.
  • Prior experience working with international NGOs and government organizations will be an advantage.
  • Ability to manage high volume of work-flow effectively with minimal supervision.
  • Knowledge of USAID rules and regulations would be a plus.
  • Good written and spoken English
  • Good computer skills – strong in MS Excel, MS word
